Problem
"The profile creation tool cannot be launched. Ensure that the runtime location is correct." upon local server profile creation in RAD on Windows 7.
Possible Cause
You haven't run RAD as administrator and hence you don't have access permissions.
Resolution
Run RAD as admin.
You can also set RAD to always run as administrator by right-clicking on your link, selecting Properties > Advanced and checking Run as administrator.
